I'm not surprised. Microsoft rewrote the filesystem code in MSDOS 6 changing the default format to FAT16, even for floppies. It sounds like MSDOS 6 must have dropped support for MSDOS 2 FAT12 filesystems (which is what the C1 is writing). It probably requires the extended MSDOS 3 BPB information and...

Apparently the PCML TeleDrive interface could read C1 disks but would corrupt them if they were written to by it. Isn't a .IMA file merely a raw image which you can dd or rawwrite onto a 720K floppy?

The 74LS74 is really not needed. Normal ROMs probably only pull the line low when /CE and /OE are send from the host interface. What the circuit in the interface is doing is effectively pulsing the line high every clock cycle for a few nanoseconds, which makes zero sense.

I'm glad you finally got things working. Note that copying to Goteks running FashFloppy has an issue where the copy fails saying that the destination drive is missing or unusable after it's taken an age changing the FAT setting up the copy and then starting to copy. The ROM versions are a set so you can't mix and match. Mine are:
XBAA03
XBAB04
XBAC03
XBAD03
The XB series means mask ROMs. The Q???? versions are the EPROMs containing the same data.

The ZX8301 does seem to be liable to failure. My OPD has had it replaced "in antiquity".

By the way, if the second /CE stays high then whatever is supposed to bring it low so that the CPU can read it isn't doing its job. Time to trace that back on the board to find where it goes.
