Hi, I think what popopop suggested was to measure with IC in place so you have connection from pad to top of IC, this to verify there is good contact in socket. Glad you see some progress!! Most likely nothing but have a look at the solder joint in red plus, if you have solder flux resolder the join...

Shouldn't the Rom ICs be the other way around?
Edit, they are pointing in the right direction but the one marked 23356 should be in top position and vice versa, or?

Hello, Follow the advice from Martin, I had a similar issue when I replace my CPU. Proved to be the logic circuitry so upload photos. Could be a bad soldering joint underneath the pcb. I’m not sure if you will get this behaviour with the jumper on the Minerva pcb wrong but make sure you have it set ...

Did it boot normally before you inserted Minerva? If so I would go back and test with original ROM.

Hi,
To be sure not to draw power from the batteries I have set the voltage to 7v.
If anyone planning to upgrade RAM/Flash then I recommend to follow the instruction where you don't have to cut any tracks.
