It seems there are a good few design constraints on the pins, so what looks like a lot of pins soon gets eaten up with the dev board resources. I'd err on the higher voltage side - the Sinclair PSU puts out about 6.5V, but 7.0 or 7.5 Volt, but the polarity is important! There is NO protection in the Z88 for reverse polarity - so check the documentation. From memory (and please don't rely on this info) it's the opposite of most common suppli...

a 32K ROM image would usually just have 2 16K images in it - one at the start and one on the 16K boundary

I think the eprom sockets decode out as 32K chunks - so you can get 2 16K ROM images per 27256 Eprom.
Not sure you'd be able to get ICE to work - I am sure I've read somewhere that it expects to be at 0C000 (ROM Socket) in the QL memory map and may not work if located elsewhere.

Is the ROM in a cartridge? If so - that header should be there, but if you are reading the ROM chip outside of the cartridge - it's just possible that the address and or data lines are not in order on the ROM chip but are on the interface itself - if that makes sense.

Most of the "Rommable" toolkits can be put into Eprom - I am not sure what address they appear at in the QL memory map though.
