I suspect this may have been built around something like the CTS256 chip, which was a text to speech device.

If so then Pico could also emulate cts256a-al2. Could be quite a universal SPO256 Pico emulation for other computers? Hope someone can track down image of QTalk PCB to confirm

Re: QTalk - does anyone have it/seen it?
Hi,
As I mentioned earlier, I was bidding on a Qtalk unit, with the view to reproducing it. But the winner, put a ridiculously high bid and I lost it.
I wonder if they have put it to use, or looking at it and thinking how to get the thing to work.
Maybe a picture of both side of the PCB would be enough to get the PCB made, do not know about the device driver.
Regards,
Derek

Digging through my collection of floppies, I found one labeled "Qtalk". Not sure where I got it. The handwriting on the disk is not mine. I created a floppy image file using dd and confirmed that I can read it with SMSQmulator. I zipped up the image file and it is attached here.
