The tape is spooled onto the outside of the loop, and drawn from the inside. There's no way to run the tape in reverse. Instead of the loop going to the inside of the spool it would simply tangle at the capstan.

Don't think of it as the tape being pushed to the outside of the loop - always think of it as the tape being pulled from the inside of the loop...

The loop travels at 76cm/second and is 500cm in length, so it takes 6.58 seconds to loop. As the internal space for the loop is 30mm, if the tape was not looped it would have to zig zag inside the case 165 time - obviously that would introduce too much friction, but it could have allowed reading in either direction if mechanical limits didn't matter.

The slack is normally 10mm in a new cartridge and 17-25mm in an older cartridge.
