All they own is the right to make new copies of QDOS within the US. If the copy is made outside the US, lawfully, it can be freely imported into the US. Weird - the one I sent to Skagon seemed to have the little switches under tkey keys - maybe there were not switches but some sort of hard wired plunger - certainly the keytops just came off to reveal these underneath...
